For the 2018-2019 Fiscal Year (FY) state budget, the OLC strongly advocated for restoring the Public Library Fund (PLF) to 1.7% of the GRF while the Ohio General Assembly once again had to balance a budget that had to address funding issues for Medicaid, school funding and the state’s increasing drug problems while projections indicated flat or decreasing tax revenues. Although Gov. Kasich included public libraries as an integral part of his jobs development program, he proposed maintaining the PLF at 1.66%. The OLC launched the “Protect the PLF” campaign and continued the message about the value of Ohio’s public libraries. The Ohio General Assembly decided to minimize the originally proposed reduction in the PLF and temporarily set the PLF at 1.68% of the GRF for FY18-19.
